“Hare” to be even more expensive: in Moscow increased the fine for ticketless travel

Representatives of the municipal authorities of Moscow decided to increase the fines for traveling without a ticket. The initiative was supported by 27 deputies of the city duma, who voted for the relevant bill. This news alerted citizens who are accustomed to being a “hare”, because it will now cost even more. However, everyone will be interested in how much the fine for ticketless travel in public transport has been increased in Moscow. Note that this is not the only decision taken by representatives of local authorities.

How much did the penalty for ticketless travel increase?

During the plenary session of the capital’s parliament, held on May 31, it was decided to increase fines for ticketless travel and unpaid passage in the subway and surface transport. In accordance with the new bill, fines for such violations have been increased from 1,000 rubles to 2,000 rubles.

This measure applies to trams, trolleybuses and buses. A fine will also be charged for unpaid passage outside the checkpoints of metro stations and the Moscow Monorail Transport System (MMTS).

In addition, fines for the illegal use of a preferential card have also been increased from 2,500 to 4,000 rubles, writes 1rre.ru. Previous penalties were introduced in 2011 and 2012.

What other changes related to travel in transport
The new document provides that urban transport controllers will have the right to consider on the spot cases concerning the following violations:

  • violation of the procedure for transporting pets;
  • drawing inscriptions, images and unauthorized posting of announcements;
  • violation of the rules for using the metro and monorail.

In addition, issues related to trading activities in the metro and near lobbies and transport interchanges will be addressed.

Why it was necessary to increase the fine for “hares”

At the meeting, the deputy chairman and author of the bill, Stepan Orlov, noted that the current fines are not effective enough to stimulate passengers. Therefore, the number of violations related to ticketless travel is gradually increasing.

According to statistics, every year about 170 million people do not pay their fares. This leads to losses in the transport industry in the amount of 3.5-3.7 billion rubles. Of this amount, approximately 2.7 billion rubles are accounted for by surface transport, and about 1 billion rubles by the subway.

Orlov noted that controllers currently fine only about 1% of free riders. Most non-payers are men aged 25-29. In about half of the cases they are citizens of Russia.

The reasons for this behavior are varied, and there are repeat offenders among the offenders. So, in 2022, 119 people received a fine for traveling without a ticket more than 10 times.

The deputy stressed that the increase in fines will be an incentive for passengers who do not pay fares or abuse preferential cards to change their behavior.
